NAHARLAGUN, Mar 07: Chief Minister Pema Khandu on Tuesday informed that the state government will soon appoint 101 circle officers (COs) to fill up the vacancies for effective administration.
Responding to a zero hour discussion raised in the assembly by PPA MLA Tirong Aboh regarding posting of administrative, police and medical officers in insurgency-hit Tirap district, Khandu informed that the state has 22 district including Lower Siang and out of sanctioned strength of 22 Deputy Commissioners (DCs), 12 independent additional deputy commissioner (ADCs), 60 ADCs, 25 extra assistant commissioners (EACs) and 122 COs, posts were created for 17 DCs, 3 Independent ADCs, 26 ADCs, 22 EACs and 88 COs.
“The state originally had five district but new districts went on increasing to meet people’s aspirations with upgradation of posts without creating new posts,” he added.
Raising the discussion, Aboh wanted to know as to why insurgency affected Lazu and Dadam circle in Tirap district were without COs where even security forces dare not to visit than how administration would run.
Saying that about 50 per cent police personnel is not available in the district against sanctioned strength of 818 and 350 for district headquarters Khonsa that too without arms, he said police move around with lathis and further wondered how law and order would be maintained without available vehicles.
“The government should not look down Tirap, Changlang and Longding districts as they are part of the state. My constituency is bordering Myanmar which intensifies the problem,” Aboh said and drawn the attention of the Home Minister in solving the deficits.
Referring to the health scenario of the district, Aboh informed that out of 23 sanctioned doctors only 19 doctors are present including eight homeopathy doctors.
“When doctors go on leave, the health units remain closed,” he said and urged the Health Minister to post doctors immediately.
Admitting the fact presented by Aboh, Home Minister Kumar Waii disclosed that against sanctioned strength of 6060 civil police only 3330 were posted along with 188 IRBn personnel, four CRPF companies and 21 special branch personnel in the district.
“We have requested the Centre to sanction three more battalions of IRBn. The state has a total of 13,000 police against requirement of 30,000 causing shortage,” Waii said and added that posts would be created by the state government within one or two months while interview for 286 vacant posts would be filled up soon.
The home minister further informed that a proposal of Rs 156 crore for infrastructure development had been submitted to the Union Home Ministry which would be sanctioned soon and all these would solve the problem to a great extent.
Health and Family Welfare Minister Jomde Kena disclosed that the state government had created 622 general duty medical officer (GDMO) posts against requirements of 880 as per notified health centers, sub centers, community health centers, primary health centres and general hospitals in the state.
“While 507 GDMOs are working, the rest are either on study leave or performing other duties,” Kena said and informed that Khonsa general hospital had a medicine specialist, 5 GDMOs and one Ayush doctor.
He said the state government has made a policy that doctors posted in a particular place should remain for minimum three years.
“The state has enough GNMs, ANMs and para medical staff and with posting of more doctors the process will be streamlined soon as decided by the cabinet to improve health delivery system,” the health minister added.
